Proposed Changes to Indiana High School Diplomas by the Department of Education

Potential changes to Indiana’s K-12 education system have sparked concerns among parents and educators about the impact on students‘ post-high school plans. The changes stem from 2023 bills, including Indiana House Bill (HB) 1002 and HB 1243, which tasked the Indiana Department of Education (IDOE) with revising high school diploma requirements. The current three diploma options – Core 40, Core 40 with Academic Honors, and Core 40 with Technical Honors – are being replaced with a single core diploma and three optional „seals.“

In HB 1002, a new focus on workforce development was introduced, emphasizing a structured, work-based learning program that includes competency-based education and training plans agreed upon by students, schools, and employers. This includes a „modern youth apprenticeship“ where students work on the job for at least 650 hours over two academic years, receiving post-secondary credit and payment for their work.

HB 1243 brought additional changes to education in Indiana, particularly in terms of diploma requirements and designations. The new curriculum changes are set to impact the class of 2029, with feedback collected and a second draft of changes released in August 2024. The revised plan requires a base of 42 credits, including mandatory courses in English, math, science, technology, engineering, and social studies.

Students can pursue optional „seals“ in enrollment, enlistment and service, and employment, each with an honors or honors plus option. The enrollment seal focuses on college readiness, while the enlistment and service seal prepares students for military service. The employment seal, however, has raised concerns among parents like Derrick Schaible, who worry about the shift towards workforce readiness over college preparation.

Schaible’s concerns echo those of many parents, who fear that the new diploma requirements may not adequately prepare students for their desired post-high school paths. However, some educators like Linda Laws have found merit in the revised plan, particularly in the inclusion of world history courses and increased flexibility in elective options. Laws believes that the new diploma options offer valuable pathways for students with different goals, whether they are aiming for college or immediate career entry.

Melanie Wright, a former Indiana representative and teacher, emphasizes the importance of educators, students, parents, local businesses, and the Indiana Chamber of Commerce voicing their concerns about the changes. She highlights the need for choice in education and the significance of educator voices in shaping policy decisions. Wright also raises concerns about the lack of public election for the board of directors and state superintendent of the IDOE, emphasizing the need for public input in educational decisions.

Overall, the impending changes to Indiana’s high school diploma requirements have sparked a mix of concerns and support from various stakeholders. While some worry about the shift towards workforce readiness and the impact on college-bound students, others see the potential for increased opportunities and flexibility in the new diploma options. As the implementation of these changes progresses, continued dialogue and advocacy from all parties involved will be crucial in ensuring that the educational needs of all students are met.
