The Indonesian government’s efforts to address the issue of non-permanent employees, known as honorer, who are registered in the National Civil Service Agency (BKN) database, are continuing to seek solutions. One of the latest developments is a recent agreement between the government and the Indonesian House of Representatives (DPR RI).

There is a proposal to appoint all non-civil servant employees as Civil Servant Candidate (PPPK) by 2024. The budget constraints that have been a concern for local governments may no longer be a hindrance. This is because there is a desire to revise the law, particularly the provision that sets the maximum employee spending limit at 30 percent. The removal of this limit would allow all non-civil servant employees to be appointed as PPPK by 2024, which is certainly good news for honorer in Indonesia.

It is worth noting that the House of Representatives Commission II and the government, represented by the Minister of Administrative and Bureaucratic Reform (MenPANRB) Azwar Anas and the BKN, have agreed to expedite the resolution of the honorer issue this year.

The three institutions have also agreed to accelerate the establishment of the Civil Servant Management Presidential Regulation. „We ask the government to resolve the honorer listed in the BKN database,“ said Commission II Chairman Ahmad Doli Kurnia Tandjung during a working meeting with MenPAN Azwar Anas and Acting Head of BKN Haryomo Dwi Putranto in Jakarta, as reported by jpnn on Wednesday (28/8).

During the meeting, six points of agreement were reached between the government and the House of Representatives Commission II, including:

1. In order to ensure the certainty of resolving the restructuring of non-civil servant employees by December 2024, Commission II DPR RI requests that MenPAN-RB include provisions related to the restructuring of non-civil servant employees in the Presidential Regulation on Civil Servant Management.

2. Regarding the 1,783,665 non-civil servant employees registered in the BKN database who have not been appointed as PPPK, Commission II DPR RI requests that MenPAN-RB and BKN ensure that all non-civil servant employees are appointed as PPPK by 2024, with the following provisions:

– Non-civil servant employees who apply and meet the proposed positions will be directly appointed as PPPK.
– Non-civil servant employees who apply but are not included in the proposed positions will be appointed as part-time PPPK.

This agreement marks a significant step towards resolving the long-standing issue of honorer in Indonesia. It demonstrates the government’s commitment to providing better employment opportunities and security for non-permanent employees, ultimately contributing to a more efficient and effective public service system.
