Harris acknowledges improvements in diploma proposals, but identifies areas for further enhancement

The State Board of Education in Indiana recently released a second draft of proposed high school diplomas, which has sparked discussion and feedback from various stakeholders. The new draft eliminates the GPS Diploma and GPS Diploma Plus options, offering instead a single base diploma. This change allows students to earn Honors and Honors Plus readiness seals in categories such as enlistment and service, employment, and enrollment. These revisions come after a public comment period where educators, parents, students, and legislators voiced their concerns.

State Rep. Earl Harris Jr., Chair of the Indiana Black Legislative Caucus, expressed gratitude for the public feedback that influenced the updated draft proposals. He highlighted the importance of a high school diploma in reflecting students‘ values and skills acquired throughout their educational journey. The initial proposal raised concerns about devaluing students‘ education and achievements, potentially hindering their college aspirations. The revised draft aims to provide students with diverse pathways aligned with their individual goals.

In his statement, Rep. Harris also mentioned his past efforts to remove financial barriers for college-bound students through the 21st Century Scholars program. He emphasized the potential impact of the initial diploma proposal on this program and expressed relief that eligible students can still pursue their educational goals without academic barriers to college admission. However, he raised concerns about the feasibility of implementing the new diplomas, particularly regarding the work-based learning requirements for the Honors and Honors Plus Diploma.

The work-based learning requirements for the Honors and Honors Plus Seals entail completing 100 hours and 650 hours, respectively. Rep. Harris highlighted the need for clarity on how students, especially those in rural areas, can secure these opportunities. Additionally, transportation to job sites and ensuring student safety remain important considerations that require further insight. Despite these challenges, Rep. Harris acknowledged the efforts of the Indiana Department of Education (IDOE) in addressing public feedback and expressed optimism for the continued development of the new diplomas.

The latest diploma proposal is not yet available on the Indiana Register, but IDOE and the State Board of Education (SBOE) plan to open another public comment period in the fall. This process aims to gather additional input from stakeholders before the final rule on the new diploma is adopted by December 31, 2024. As the discussion continues, the focus remains on refining the new diplomas to address a wide range of concerns and create a system that benefits all students in Indiana.
