Analysis of CPD on Bangladesh Budget Allocations for FY 2024-25: Prioritizing Decent Jobs and Quality Education in Budget Allocation

The upcoming budget for the fiscal year 2024-25 in Bangladesh is eagerly anticipated by its citizens, who are voicing their priorities for the allocation of resources. According to a new study by the Centre for Policy Dialogue (CPD), Bangladeshis are calling for an increase in funding to address key areas such as decent job opportunities, quality education, and social protection.

The study, which gathered responses from 2,249 individuals through Google forms and over 8,000 responses from various segments of society, highlighted the top priorities of the citizens. Approximately 22 percent of respondents emphasized the importance of decent jobs, 17.5 percent prioritized quality education, and 12 percent focused on social protection.

At an event titled „New Government, National Budget and Citizens‘ Aspirations“ held at Lakeshore Hotel in the capital city, the CPD unveiled the findings of the study. The research covered 14 sectors including inclusive society, health, skill development, governance, agriculture, commodity prices, and women empowerment.

Among those who highlighted the need for decent jobs, 44 percent expressed a desire for reduced unemployment, 36 percent sought increased job opportunities, 11 percent advocated for an allowance for the unemployed, and 8 percent called for increased youth employment. In terms of quality education, nearly half of the respondents aimed for an enhancement in the quality of education, while 25 percent requested student stipends.

Debapriya Bhattacharya, convener of the Citizen’s Platform for SDGs, Bangladesh, emphasized that the survey reflects the wisdom of the people and their evolving priorities. He noted that communities are becoming more conscious and are clearly articulating their needs, with a common focus on employment, education, and social protection.

The study also recommended decentralizing both budget preparation and implementation, ensuring regular monitoring involving civil society, and engaging local communities in the budget formulation process. Prof Mustafizur Rahman, a distinguished fellow of the CPD, suggested that the government should invest in initiatives such as midday meals for children and subsidized food for workers, viewing it as an investment with long-term positive impacts.

As Bangladesh faces ongoing challenges, there is a growing expectation for quality education and long-term social security measures. Rasheda K Choudhury, executive director of the Campaign for Popular Education, highlighted the importance of increasing the coverage of midday school meals to address issues such as nutrition and educational outcomes.

Former planning minister MA Mannan emphasized the need for cost-cutting measures and reducing wastage in government spending across various sectors. He noted that rural communities are seeking essential infrastructure such as uninterrupted electricity, bridges, drinking water, sanitary latrines, and social safety nets.

Anisul Islam Mahmud, deputy leader of the opposition in parliament, raised concerns about the economy’s recent downturn despite growth in exports and remittances. He urged for a closer examination of the factors contributing to the economic challenges and emphasized the importance of effective budget utilization to address pressing issues.

In conclusion, the upcoming budget for the fiscal year 2024-25 in Bangladesh holds significant importance for addressing the priorities and aspirations of its citizens. By focusing on key areas such as decent job opportunities, quality education, and social protection, the government can work towards meeting the evolving needs of the population and fostering sustainable development.
