Andorra considers charging a toll for foreign vehicles

Andorra is considering the possibility of implementing a toll for foreign vehicles passing through the country, a proposal that would need to be discussed and agreed upon with economic and social stakeholders. The head of government, Xavier Espot, clarified that this toll would only affect day-trippers and not tourists or cross-border workers. Tourists, who already pay a tourist tax, would be exempt from this toll. Espot emphasized that the purpose of this measure is not to hinder tourism but to promote sustainable growth in the sector.

Espot stressed that if this system were to be implemented, it should be efficient and practical, without hindering the arrival of visitors to the country. He also mentioned that the toll would be reasonably priced, although the exact cost has not been determined and would be subject to discussion with the sector. He described it as a small contribution, similar to paying a toll. However, he noted that it is premature to discuss prices as the system has not yet been finalized. Espot emphasized that careful consideration and planning are necessary before moving forward with this proposal.

The head of government reiterated that the goal is not to restrict tourism, which is a vital part of the country’s economy, but to ensure sustainable growth. He pointed out that the annual increase of 10-12% in tourism in recent years has its limits, and there is a need for a shift towards more quality tourism that also considers the environmental impact.

On another note, Espot addressed the issue of unpaid traffic fines in both Catalonia and Andorra due to the lack of data exchange between the two regions. He mentioned that if the association agreement is approved, Andorra will need to incorporate a provision for data exchange to enforce fines. Even if the agreement does not move forward, the government is already working on bilateral agreements to facilitate this data exchange. Espot highlighted that the impact is more significant for Andorra in terms of the number of vehicles compared to neighboring countries.

In conclusion, Andorra’s consideration of implementing a toll for foreign vehicles passing through the country is aimed at promoting sustainable tourism growth without hindering visitors. The government is working towards finding a balance between economic benefits and environmental considerations while also addressing issues such as data exchange for traffic fines. This proposal reflects Andorra’s commitment to responsible tourism development and ensuring a positive visitor experience in the country.
