Andorra is considering the possibility of implementing a toll for foreign vehicles passing through the Principality. This decision was announced by the head of government, Xavier Espot, on Monday during an interview on „El matí de Catalunya Ràdio.“ Espot emphasized that the decision is not final and that a process of reflection is underway with economic and social stakeholders.
„We have given ourselves some time, at least until the end of the year, to reflect on whether this is an appropriate measure,“ Espot stated.
The aim of this potential toll is not to deter tourism but rather to promote sustainable growth in the sector. Espot highlighted that the number of visitors to Andorra is increasing by 10 percentage points each year and emphasized the need for a more qualitative approach to tourism.
„We want to continue being a tourist destination, but we want to focus on a more quality tourism,“ Espot explained. He also clarified that the toll would be reasonable in amount and would only be charged to vehicles entering and leaving the country on the same day, exempting cross-border workers and tourists who already pay a lodging tax.
Espot underscored that if the toll system were to be implemented, it should be efficient and practical, without hindering the arrival of visitors to the country.
However, the proposal has not been well-received by visitors and merchants initially. Rosa Pascuet, president of the Riberaygua i Travesseres Merchants Association, expressed concerns about the global economic situation making such measures inadvisable.
„In addition to causing confusion, all it does is give us a bad reputation. The word ‚pay‘ should be removed from the calendar,“ Pascuet stated.
Regarding how the toll system would work, Espot mentioned that it is just an idea inspired by other countries like Switzerland. He also highlighted the availability of telematic payment systems that would allow travelers to pay before entering the country.
Espot emphasized that the toll would be a small contribution with a reasonable cost, similar to paying a toll to use a highway.
