Elizabeth Fry Society supports ombudsman’s inquiry into conditions at Saskatchewan women’s prison

The head of the Elizabeth Fry Society of Saskatchewan, Nicole Obrigavitch, is welcoming an investigation into the conditions at the Pine Grove Correctional Facility in Prince Albert, Sask. Obrigavitch stated that the organization will encourage individuals at the facility to work with Saskatchewan’s ombudsman to address any issues they may have. She emphasized that the society will provide wraparound supports to those who choose to participate in the investigation.

The ombudsman, Sharon Pratchler, issued a rare public call for testimony from individuals incarcerated at Pine Grove. Pratchler expressed concerns about the conditions at the facility and urged inmates to share their experiences. The decision to investigate was made in the public interest, following complaints received by the ombudsman’s office.

In July, the Elizabeth Fry Society of Saskatchewan raised concerns about overcrowding at the women’s jail. The facility, designed to hold a maximum of 166 inmates, had 263 inmates on July 12. Additionally, there have been two inmate deaths at Pine Grove this year, further highlighting the urgent need for investigation and reform.

Obrigavitch believes that the overcrowding issue at Pine Grove is a result of larger societal crises, including poverty, addiction, and housing shortages. She does not place blame on the Ministry of Corrections, Policing, and Public Safety, stating that they are likely doing their best with a facility constructed in 1965. Instead, Obrigavitch points to the ongoing drug crisis and housing shortage in the province as contributing factors to overcrowding in the jail.

The Elizabeth Fry Society of Saskatchewan recently received a $330,000 commitment from the provincial government to provide reintegration supports for female offenders leaving custody. Obrigavitch sees this funding as a step towards addressing the root causes of overcrowding in the criminal justice system. She believes that investing in community resources for housing and addressing health-care issues are crucial steps in alleviating the strain on the system.

The ombudsman’s investigation will focus on trauma-informed practices and truth and reconciliation principles in the treatment of individuals at Pine Grove. There is no set timeline for the investigation, as it will depend on the number of individuals who come forward and the issues raised. A report with recommendations will be issued once the investigation is complete.

Individuals can contact the ombudsman through dedicated phone lines, an online complaint form, or by writing a letter. In-person meetings with the ombudsman or her team are also available, with travel to communities, including northern communities, to facilitate communication.

Overall, the investigation into conditions at Pine Grove Correctional Facility is a crucial step towards addressing overcrowding and improving the treatment of individuals in the care of the facility. The Elizabeth Fry Society of Saskatchewan is hopeful that the investigation will give a voice to incarcerated women who are often ignored and stigmatized. By working together with the ombudsman and other stakeholders, positive change can be achieved in the criminal justice system.
