Hawaii Seeks to Grow Career-Based Learning Programs, Faces Shortage of Teachers

The shortage of career technical education (CTE) teachers in Hawaii is a pressing issue that is affecting the quality of education for students across the state. With approximately 500 educators set to receive bonuses of up to $8,000 this month, there is hope that this financial incentive will help attract more teachers to the field. However, some school leaders are skeptical that these bonuses will be enough to solve the shortage of CTE teachers in Hawaii.

CTE teachers play a crucial role in providing students with hands-on learning experiences in a variety of fields, from broadcast media to engineering. These classes equip students with practical skills and training that they can apply in their future careers. Under the leadership of Department of Education Superintendent Keith Hayashi, CTE has gained traction in recent years, leading to an expansion of CTE offerings in schools across the state. However, the teacher workforce has struggled to keep up due to low pay and barriers to licensing.

The Hawaii State Teachers Association has reported that approximately 25 CTE positions remain unfilled for the upcoming school year, with half of CTE classes being taught by teachers who do not have the necessary license in the subject area. To address this shortage, the Department of Education is providing one-time bonuses to CTE teachers ranging from $2,500 to $8,000 based on individual qualifications. Additionally, lawmakers have passed a bill that would ease teacher licensing requirements, allowing individuals with relevant work and education experience to qualify for a CTE teacher license.

Despite these initiatives, recruiting industry professionals to become CTE teachers remains a challenge. Many experienced professionals in fields like healthcare or auto mechanics are hesitant to make the transition to teaching due to the significant pay cut they would experience. The lengthy process for obtaining a CTE license, which can require several semesters of coursework, further deters potential candidates from pursuing a career in teaching.

Schools like Waimea High School on Kauai and Baldwin High School in Wailuku are feeling the direct impact of the teacher shortage as they struggle to recruit and retain CTE teachers. The shortage has forced some schools to dissolve CTE pathways and limit students‘ access to valuable career-focused education. Despite the challenges, educators like Keala Swain and Dante Casillas are passionate about teaching CTE classes and making a positive impact on their students‘ lives.

In an effort to address the teacher shortage, the Department of Education has introduced bonuses for CTE teachers, similar to previous initiatives aimed at recruiting and retaining educators in high-need areas. However, some educators and union representatives are skeptical of the effectiveness of these bonuses in attracting more teachers to the field. Legislative reforms, such as Senate Bill 2257, which would expand the qualifications for obtaining a CTE license, could potentially open up more opportunities for industry workers to transition to teaching.

As Hawaii works to address the shortage of CTE teachers, it is crucial to implement sustainable solutions that will attract and retain qualified educators in the field. By offering competitive salaries, streamlining the licensing process, and providing ongoing support and professional development opportunities, Hawaii can ensure that students have access to high-quality CTE programs that prepare them for success in their future careers.
