House Deputy Minority Leader and Bagong Henerasyon party-list Rep. Bernadette Herrera is calling on the Commission on Audit (COA) to closely monitor earmarked revenues, particularly the Spectrum User Fees (SUF) that are meant to enhance telecommunications infrastructure and improve internet services in the country.
During the recent deliberation of COA’s proposed 2025 budget, Herrera raised concerns about the audit being conducted on earmarked revenues, specifically the SUF, and the legality of redirecting these funds for purposes other than those specified by law. With the increasing reliance on digital platforms for education, work, and daily communication, the need for improved internet services has become more pressing than ever.
Herrera questioned the COA on whether they audit the revenues collected from Spectrum User Fees and if these funds, which are earmarked for enhancing telecommunications infrastructure, can be used for other government expenditures. The SUF revenues, amounting to around P9 billion annually, are collected from telecommunications companies for the use of radio frequencies and are intended to fund the development and enhancement of the country’s internet infrastructure.
COA Chairman Gamaliel Cordoba confirmed that SUF revenues are indeed subjected to audit and should be used exclusively for their intended purposes, as mandated by law. However, Herrera expressed concerns that while these funds may be earmarked in accounting records, there could be a loophole in the management of earmarked funds where the actual cash is diverted to other purposes, delaying much-needed improvements to the country’s internet services.
In response to Herrera’s concerns, the COA assured the House that their audits include a review of both the allocation and actual disbursement of earmarked revenues to ensure compliance with the law. Herrera emphasized the importance of transparency and accountability in how earmarked funds, such as the SUF revenues, are managed to ensure that they are not being misused and are actually being invested back into the country’s telecommunications infrastructure.
As the country continues to navigate the challenges brought about by the ongoing pandemic, reliable internet services have become essential for various aspects of daily life. Herrera’s call for greater oversight on earmarked revenues highlights the need for ensuring that funds intended for improving telecommunications infrastructure are utilized effectively to benefit the Filipino people.
In conclusion, the issue raised by Rep. Bernadette Herrera sheds light on the importance of proper management and utilization of earmarked revenues, particularly the Spectrum User Fees, to address the growing demand for improved internet services in the country. By advocating for greater transparency and accountability in how these funds are managed, Herrera is working towards ensuring that the Filipino people receive the quality telecommunications infrastructure they deserve.
