Sakshi Education: The Andhra Pradesh Public Service Commission (APPSC) is gearing up to revolutionize its job notification system by implementing a job calendar method, as recommended by an expert committee. This move is expected to streamline the recruitment process and bring more transparency and efficiency to the system. The committee, comprising officials from various departments, has prepared proposals that are set to be submitted to the government for approval.
The new notification system proposed by the committee entails several key changes in the way job notifications are issued and the recruitment process is conducted. One of the major changes includes the preparation of vacancies by all departments between March 1st and April 30th each year. These vacancies must be approved by the relevant secretaries by July 31st, following which notifications will be issued between September 1st and October 15th. Once jobs are sanctioned, there will be no need for further approval from the finance department. Additionally, exams will be conducted by a third party under the supervision of APPSC, with results being announced promptly. The online exams will be objective-based, allowing candidates to view their marks immediately on the screen.
The committee also recommends setting specific qualifications for the appointment of commission members, similar to the Union Public Service Commission (UPSC). This move aims to ensure that the members of APPSC possess the necessary expertise and qualifications to carry out their roles effectively. The expert committee, led by Chairman B. Rajasekhar and Convener Pola Bhaskar, has studied the practices of UPSC, as well as the Public Service Commissions of Rajasthan and Kerala, to draw insights for reforming the job recruitment process through APPSC. The exact implementation date of the job calendar system is yet to be determined.
In addition to the job calendar system, there is a proposal to classify government jobs under six categories, including State Civil Services-A, Civil Services-B, State Medical Services, Engineering Services, Teaching Services, and State General Services. This classification aims to bring more clarity and structure to the recruitment process.
Other proposals put forth by the committee include the removal of mandatory approval from the finance department for job recruitment, submission of vacancies and other details by departments to APPSC via a web portal using specific software, and the formation of search committees for the appointment of the Chairman and members of APPSC. It is also suggested that exam questions be prepared by experts, with each expert contributing only one or two questions, and the establishment of an IT department within the APPSC office.
Overall, the proposed changes to the job notification system and recruitment process by APPSC are aimed at bringing more efficiency, transparency, and accountability to the system. By implementing the job calendar method and setting specific qualifications for commission members, APPSC is poised to enhance its functioning and deliver better results in the recruitment of government jobs in Andhra Pradesh.
