The introduction of the new building law and the digitalization of the construction process have been met with challenges. Recent complaints from employees of various building authorities highlight the issues with the new system. The Czech Chamber of Authorized Engineers and Technicians in Construction predicts that the Czech construction industry is facing the risk of a long-term recession due to these problems.

Minister for Regional Development Ivan Bartoš assures that efforts are being made to address the issues, with updates to the system implemented about a week ago. However, criticism continues to focus on the dysfunctionality of the system on the side of the state administration.

Officials point out that the system lacks basic templates for automatic form filling, is not properly linked to the land registry, and faces problems with basic functionalities. Developers are currently taking a wait-and-see approach, although they also criticize the current functioning of the digitalization and the new building law. Most major developers submitted permit applications by June 30, under the old building law, and are now waiting for the glitches in the construction process to be resolved.

David Musil, CEO of Penta Real Estate, explains that their company ensured all preparations were made by June 30 to submit applications under the old law, as they were concerned about the risks associated with the new system. The short period for preparation and familiarization with the digitalization process led to anticipated difficulties.

Evžen Korec, owner of Ekospol, also emphasizes the challenges of the new system. He notes that the building permits under the new rules are not functioning properly, with new errors constantly arising. He stresses the need for uniformity in the activities of building authorities, especially in the interpretation of simplified project documentation, a key aspect of the new building law.

Similarly, Dušan Kunovský, owner of Central Group, highlights the importance of finalizing implementing regulations and methodology to standardize the activities of building authorities. He acknowledges that the current overload of building authorities may cause delays even in applications submitted under the old law.

Despite the challenges, Kunovský remains optimistic that the system will eventually stabilize and start functioning properly. He sees digitalization as a step forward, with functionalities needing to be refined and aligned. However, Korec is more skeptical, expressing concerns about the uncertainty of when the new system will run smoothly and the potential cost implications for construction projects.

Jana Sadil, CEO of JRD, also raises concerns about prolonged error correction leading to complications and delays in project preparation. She emphasizes the need for a more significant revolution in the entire construction legislation.

In conclusion, the implementation of the new building law and digitalization of the construction process in the Czech Republic has faced significant challenges. While efforts are being made to address the issues, concerns remain about the functionality of the system and the potential impact on construction projects. Developers are cautiously navigating the transition period, hoping for a smoother and more efficient process in the future.
