Safaricom Urges Tighter Regulations for Satellite Internet Providers as Starlink Launches in Kenya

Safaricom, Kenya’s leading telecommunications company, has recently raised concerns about the regulatory environment surrounding the entry of satellite internet providers like Elon Musk’s Starlink into the Kenyan market. In a formal letter addressed to the Communications Authority of Kenya (CAK), Safaricom urged the regulator to implement stricter regulations for these providers, expressing apprehension about the possibility of them receiving independent licenses.

One of Safaricom’s main concerns is the potential risks associated with satellite coverage extending across multiple borders, which could lead to unauthorized service provision within Kenya. The company warned that such practices could result in „harmful interference“ with local telecommunications services. As a result, Safaricom is advocating for a regulatory framework that ensures satellite providers like Starlink operate under similar conditions as local telecom companies, particularly regarding licensing, service standards, and contributions to the Universal Service Fund.

The telecom giant’s call for satellite providers to partner with local mobile network operators aims to ensure that these companies invest locally, create employment opportunities, and adhere to Kenyan regulations, maintaining a level playing field in the market. Safaricom’s concerns have sparked widespread reactions from Kenyan netizens, with many expressing support for increased competition and diversity in the telecommunications sector.

Starlink, which launched in Kenya in July 2023, offers satellite-based internet services that bypass traditional ground infrastructure. The company has continued to expand across Africa, operating in several countries and introducing competitive pricing and hardware rental plans to make its services more accessible. However, Safaricom’s concerns about market control and potential illegal service provision highlight the company’s efforts to protect its position in the face of disruptive competition.

Overall, Safaricom’s stance on regulating satellite internet providers reflects the company’s commitment to ensuring fair competition and compliance with local regulations in the telecommunications sector. As the industry continues to evolve with the introduction of innovative technologies like Starlink, it is essential for regulators and industry players to work together to create a balanced and competitive market that benefits consumers and promotes growth in the sector.
