From 10 April 2021, grants from the MOVES III Plan (or Moves Plan 2021) are available, which will run until 2023. This plan aims to help individuals, self-employed workers, and public administrations purchase electrified vehicles by providing financial incentives. The initial budget for the plan is €400 million, which can be expanded up to €800 million if the demand justifies it.
The budget for grants will be divided among autonomous communities based on their population. Andalusia is set to receive the most significant allocation of €71.35 million, followed by Catalonia with €65.79 million, the Community of Madrid with €57.15 million, and the Valencian Community with €42.63 million. However, applications cannot be submitted until the Autonomous Communities activate their plans.
There are two types of grants available under the MOVES III Plan. The first type is for the purchase of plug-in electric and hybrid vehicles, while the second type is for the installation and development of recharging points throughout the territory. Depending on the population, up to 80% of the total cost of the installation can be obtained as a grant.
In addition to cars, support is also provided for the purchase of vans, motorcycles, and quadricycles. However, trucks, buses, gas cars, and electric bicycles are excluded from this current plan, unlike the previous MOVES II Plan.
For individuals looking to benefit from the grants, there are specific criteria to be met. For cars, grants can reach up to €7,000, provided that a car older than seven years is delivered for scrapping in return. The types of vehicles that can benefit from the Plan include 100% electric cars (EV or BEV) with an electric autonomy greater than 90 kilometres, plug-in hybrids (PHEV) with more than 90 kilometres of approved autonomy, and cars with fuel cell technology (FCV or FCHV).
The maximum subsidy for cars with fuel cell technology is €5,000, in exchange for scrapping a car older than seven years. The purchase price of the new vehicle must not exceed €45,000 (excluding VAT) to be eligible for the grant.
